More women investigated for illegal terminations, says abortion provider

The Crown Prosecution Service says prosecutions are rare, but recent cases highlight the distress caused by investigations. Some healthcare workers report women suspected of illegal abortion, despite guidance against it.

This is obvs bad and confusing at the same time. Ik under some rare conditions abortions are illegal but if these conditions and terms are rare than why is there such an uptick in the number of investigations?
